TAC enroute, PC's en route, please keep this in stealth. Only UMC is permitted in area, other units must secure scene around silently. Do not be conspicuous. Lights must be killed before entring Industrial area of town. TAC to Stage at Industrial Region Fire department. They will provide any needed EMS. PPD will provide two UMCs and an aerial unit if needed. PPD is surrounding area if needed to help secure a scene or join a pursuit.

UMC will serve as primary resource to watch. The building owner allows ERT entry to view from up above if needed.

I find a spot where they can't see me but I can see them perfectly. I grab my radio and give a size up;

"UMC-1 to central, I just arrived on scene have two suspects in the alley. They are just talking right now they may be awaiting a drop off truck. Just so other units know the intersection to block off is Chinese District Road and Union street, and also Chinese District Road and I-R Road"

I continue watching them while all they are doing right now is just visiting.

"Negative, we only block roads if needed. Standby inconspicuously. Await orders from Libor to set up"

**I begin the drive to the staging point with Bridwell next to me. While I miss being the ranking TAC officer, I don't trust anyone more than Bridwell to be in charge.**

"COPA, this is TAC RRT. We're not far from the staging point. We'll stay in the vehicle and be prepared to respond."

**I look a DC at his post in COPA coordinating the incident and I look at where Linda is parked from a security feed**

"Linda, you might want to move to Cruiser a little bit, your too open" I say over the radio.

"Recieved"

I put my vehicle in drive and drive up just a tad bit more where there are some cars parked on the side of the street so I can fit in. I get a better look at both SUV's sitting on either side of the alley. I see 2 men in the SUV on the alley side of Union Street, and see 1 guy so far in the SUV on I-R Street.

"UMC-1 to COPA be advised there are two men in the SUV on Union Street, and 1 person in the other SUV.

**I arrive at the staging area and wait there. As I wait, I check my UMP45, which is quickly becoming my weapon of choice, and my sidearm, as well as a few flash grenades.**

"RRT standing by, currently at the staging area."

I'm on a dwi, Linda has command.

"Rodger that Libor and Linda"

**I monitor both incidents on my dual monitors**

*I look around the RRT, then say into the radio"

"all officers be advised the ROE (rules of engagement) is at Level 4: Assaultive (Bodily Harm). Use defensive tactics to neutralize the threat.Defensive tactics include Blocks, Strikes, Kicks, Enhanced pain compliance procedures, Impact weapon blocks and blows."

"all officers please stand by for more information as it comes in. I want this to be smooth."

*I check my Tac vest and look at my watch*

"Linda, Can I get a status of the area??"

**I look in the back of the truck and make sure that our ballistic shield is there. If we have to move quiclky, I won't be able to reach it, so I'll have to go with just myself, my weapons, and Bridwell.**

'Lieutenant, what are we dealing with over there? What's the layout of the deal area?'

**I wait for information to come in from the EAT.**

*EAT Call*
911 call came in again from original RP. Suspects have exchanged original cases and apparently there is another truck parked inside the building's loading zone and is looking as if it is a part of this deal. A black Express. No plates, No more description. Two occupants, both in BP vests and appear to be carrying small arms.

"10-4 DC, all units equip themselves with a bullet proof vest if available."
*I tighten my vest*
"DC, can you get any info from the caller regarding the layout??"

'Understood, LT.'

**I check my gun one last time, then focus behind the wheel. We may be called in at any time.**

"Sending Info to all units VIA EAT terminals"

UPDATE
Alley is a simple straight layout. There is an opening at the end of Union Street, right before the final building, just wide enough for a vehicle to fit through. All other openings are between each second building and are no more than 4 feet wide. Main alleyway is 15 ft wide. Other entrance to the alley is on Austins Terrace, which is currently under main surveillance and in view of the fire station.
On either end of the alley, there are 2 SUVs blocking escape paths, spaced about 150ft apart. Suspect van was spotted entering on the Union street entrace to the alley. About 7 person entry point to the alley exist, all point towards union street.

*I arrive on Union Street from the west, having turned of my lights and sirens several blocks away. I cruise slowly down the street, not seeing anything suspicious from here. I grab the radio mic from it's bracket on the console next to the radio.*

"PC-7 on scene, where do I position myself?"

*looks at EAT*

"are you able to get about two blocks down Union Street from the building without being seen??"

"I can't know for sure, I have minimal visual contact with the suspects from here. Should I block the road or just stand by, over?"

*I have stopped by the sidewalk, turned of the headlights and sit waiting for orders. I can barely see one of the black SUV's in the alley from where I'm sitting.*

"Reminder to all, you do not need to see. Only one or two surveillance units needed, the rest stage around. Do we know if we're doing defensive and waiting or aggressive and storming"

'Bridwell, I recommend a swift raid once they make the transaction. The call is yours, but I'm more than willing to make suggestions, sir.'

I log onto the cameras of the scene area, providing an almost full view of what the staff on scene see

"Units, I recommend standing by with police by all possible exits, when closing off and arresting all trapped personnel"

"We'll be moving closer. Staying withour lights or sirens."

**I put the RRT truck in drive and move closer to the scene, behind where PC-7 is.**

*I see the RRT-truck pull up behind me and hear the chatter over the radio. I decide it's time to check my sidearm just in case...
I pull the gun out of the holster, remove and check the magazine. It's fully loaded. I push the magazine back in and pull back the slide so that a bullet rolls into the chamber. I put the security on and the gun back in the holster.
I then turn the ignition key so the engine shuts of and only leave standby electricity on to keep the radio going. I feel my heartbeat rising as I know a situation may arise soon.*

" I agree, were gonna make this swift. Me and Bucello will take the Austin's terrace entrence. I will need 1-2 officers covering the entrence on Union street and another officer to handel any remaining escape roots."

"Copa, we have any other avalible offercers, were a little out-maned."

'Does anyone have any idea about what type of weapons the suspects are using? I don't want to walk into a whole bunch of heavy gunfire.'

"Pc-6 arriving" "Ok, guys lets get this rolling."

"Wilco. Will we be moving on your order, PC-6?"

"Are you guys ready to go, what the plan, are we surrounding them or a one sided attack.

"Libor, Bridwell and I want a fast-moving interception once they finish their transaction. We need help from the other officers to position around the meeting site to converge on them."

"Units, please report status, my insider civilian is reporting that they are almost finished transaction. You've only got one minute left or less!"

"TAC is ready to go on any command. We are prepared to stop anyone from leaving, but we need orders!"

Your clear to engage at will, advise when going in.

"All units, they're moving for the vehicles. Block the exits!"

**I quickly move the RRT truck around PC-6 and position it at the end of the alley. While Bridwell gets out on the passenger's side, I get on the loudspeaker.**

'DO NOT ENTER THE VEHICLE. WE ARE AUTHORIZED TO USE FORCE. BY ORDER OF THE ERT, GET ON THE GROUND AND PUT DOWN ANY WEAPONS.'

"All units, secure the exits and close in. Use caution!"

I whip my unmarked car and block the other exit to keep them from leaving.
"UMC-1 has blocked the south entrance"


(BTW I was having to work overtime the past two days with my department sorry about being absent)

*I jump out and put my sights on one of the subjects*

"Do not move, any movement will be taken as an act of violence and force will be used"

*I start to move forward a foot or to and say into the radio*

"are all exits blocked??"

**I move ahead with Bridwell providing overwatch cover from behind me. Two men are lying facedown in front of me, but one is running down a side alley.**

"All units, one suspect running down a side path to I-R Road. Be advised, foot pursuit."

'STOP running! We have the exits blocked!'

**I raise my UMP45 to my shoulder as I run. It will be difficult to fire on the run, so if he turns around on me, I'll stand still and fire.**

*I turn my key and start the engine with a road, slam the gear lever into drive and take off from the sidewalk onto I-R Road. I turn left onto the street when I see the suspect emerging from the sidestreet with Bucello a few feet behind him. I see that the suspect is not carrying any heavy weapons, so it's probably one of the dealers. I press the gas down, hurtling down the street then brake hard. I put the car in neutral and pull the handbrake before I release my seatbelt and open the door in one motion. Getting out I see the suspect have seen me and is crossing the street north towards Donovans Terrace. I pull out my gun and point it at the suspect while yelling:*

'Police, stop! Don't move or I'll fire!'

*The suspect slows down, and realizes he is now cornered between me and Bucello, who has taken up a standing shooting stance close to the sidestreet exit to the alley where the rest of the dealers are. The suspect lays down, placing his hands on his head. I move up, still pointing my gun at him.*

'Put your hands up in the air, palms towards the sky! Spread your legs out!'

*The suspect complies. Covered by Bucello I holster my weapon and get my handcuffs out. I grab the suspects left hand as I stand over him, and twists it down and back before slapping the cuffs on. I proceed to grab, twist and cuff his right hand. Suspect now secure, I wave to Bucello and give him thumbs up to indicate the suspect is under control. I grab my radio extension mic:*

"One suspect under control on I-R Road."

*I kneel by the suspect with my right hand on his cuffed wrists and my left hand on my gun in the holster. This guy won't be running anywhere now.*

**I return the thumbs-up and put the UMP45 against my chest and walk back to where the deal took place.**

'Let's do a search, see if anyone else is around. Can someone get permission from the owners of the nearby buildings?'

**The first two suspects are still proned out. I handcuff them and search them quickly.**

'Looks like a pair of Glock 19 pistols. They both have wallets full of fake ID's as well.'

"10-4"
*I still have my weapon ready but relax a little*
"Bucello watch you corners"

PC-5 on scene. ((God, I missed the action!)) *I pull up behind UMC-1. I radio PPD to have a Impound unit on standby.* 'What should I do now? I'm still a probie.'

'Welcome to the party, Stabler! We need your help checking the scene. A bunch of guys just tried to run, and we think that there might be more in hiding. Besides, we have to check for evidence.'

"Linda to Bucello you might want DC to check with the building owner he was using for surveillance and see if he might of seen any one hiding"
I get out of my car and grab my shotgun and start walking towards Libor to get some more info on what we need.

*I'm still kneeling by the suspect I apprehended. I have searched him and confiscated a 9mm loaded gun, his wallet, and a switchblade. Time to get him in a vehicle...*

'Sit up on your knees.', I tell the suspect.

*I grab his left arm and help him up. I then pull gently on his arm so he stands up with me. I hold his left arm tight and start walking over to my cruiser.
I open the right back door and help him get in. He's pretty compliant, probably trying to get of this case as easy as possible. Once he is seated I shut the door and sit in the drivers seat. I put all his items in a paper envelope for evidence, mark it with contents, date and time, and my name.
I then put the car in reverse and do a three point turn on the street, then drive back to where the RRT-truck is parked on Union Street.
I turn the car off and step out, shut the door and then walk cautiously over to Libor.*

'Hey sarge, what do you need from me? I got one guy in my car ready for transport.'

"How many suspects do we have accounted? I'll check with our inside man to get how many he saw"

"COPA, we have three so far, and at least two weapons. Do we have permission to enter any of the nearby buildings?"

"Affirmative, RP advises of at least 10 men in the area around the time of the call. Some may be hiding indoors. Check his building's warehouse floor, first, the backdoor was unlocked"

"Understood."

** I walk over to Bridwell.**

'Sir, it seems that we have at least seven others in hiding around the area of the deal, Most of them will probably be indoors. We should search the surrounding buildigs, and preferably at the same time to keep them from escaping. We should also keep some people outside to maintain a perimeter.'
