Description of events: The suspects white ford focus was driving northbound on French and was swerving to what the witnesses said. The suspect ran over Mark Kingly and then drove off. Kingly was unconscious when I arrived on scene and had an obvious fracture to his leg. There was a large crowd around him that was very agitated I called for back up and was backed up by PC 7. WE had problems getting the crowd under control and had to threaten putting some of them in jail if they didn't settle down. Squad 1 showed up on scene so I let them take care of the medical side of it. Then ALS-1 showed up and they quickly transported.

Description of events:

- Responded with PC-8 to a gatherhing mass of people. Discovered victim of a hit and run, suspect driver or vehicle not present at the time. Officer M.Linda started first aid work, I started on crowd control. EMS arrived and transported the victim after a short while. Crowd under control at this point after some altercations.
No apprehentions on scene, verbal warnings only.

Description of events:

Responded to a reporter DW situation with possible involved weapon. Arrived with PC-6 (officer Libor) and PC-8 (officer Linda), proceeded to enter the house with firearms drawn.
Upon entry we discovered that the perpetrator had escaped the premises, and we immediately starter a search for him in the nearby area, while EMS took care of the victim at the scene.
Neighborhood watch reported that they had observed the perpetrator in a gardening shed as we were concluding the search.
We (responding officers) arrived at the new scene and quickly and relatively undramatically apprehended the suspect.

Description of events: While drinving East Bound on morgan heard glass break and man with iron pipe standing near a car with a broken rear windsheild. Woman nearby Crying, man apeared to be drunk, and had trouble following instructions I gave him, Failed Sobreity check given by Officer Mike Linda. Male Arrested, and booked for Public Intoxication, and destruction of private property.

Incident: Man damaging vehicles
Location: Southside Lane intersection with French District Road

Description of events: P.O. Jackson received a call about a drunken man damaging vehicles on Southside Lane. Sergeant Cressler, TAC, rode along to the incident with PC-2. On scene, the suspect had lost one shoe, and Cressler started searching French District Road. P.O. Jackson questioned two civilians over their damaged vehicles, gaining information on the suspect, before PC-7 arrived, with P.O. Halls inside. Shortly after, a 911 call from 101 Southside Lane, told of a drunken man outside a home. Halls and Cressler took PC-7 to check out the call, whilst Jackson in PC-2 patrolled the area. The call was about the man who caused the rampage, and PC-2 arrived shortly after to assist. After a short stand-off, Cressler tackled the suspect as he attempted to flee, and P.O. Halls arrested the man. P.O. Jackson transported back to the station.

Description of events: Antoine Blanc initiated a traffic stop on the suspect who will be referred to as 'John Doe' in this report as no legal identification was found. John Doe was swerving enough for Antoine to initiate a traffic stop for suspected DUI. Suspect soon after fled the scene when Antoine Blanc and Sergeant Libor then pursued. Suspect was caught, and after a search of the vehicle 13 bags of marijuana and a scale were found. Suspect was arrested for Possession of a controlled substance with intent to sell and felony fleeing.

Description of events: I was waved down by a pedestrian about a car stolen at gun point. Suspect was not found that day, dude to effective hiding. The next day, while on patrol I spotted a suspicous man in an alley who turned out to be the suspect. A foot pursuit was intiated and later on, he was caught by Sargent Libor.

Description of events: I was patrolling when I saw a light blue, 90's windstar blow threw a stop sign at the speed limit or so. I followed the vehicle, and would have let it go, but it again ran another stop. That is when I decided it was to dangerous to let the suspect contue driving on roads. I lit him up, but then the suspect, did not increase his speed, just refused to pull over. After 5 minutes or so, he began picking up speed, doing interstate speeds on sideroads, he eventually slowed down again, pulled into a driveway, where he surrendered. I did not call for backup because my pursuit was less life threatening, than the other already occurring.

Ran 2 stops, knowingly, then began a pursuit. He did not go over the speed limit for the most part, and said he did not pull over because he thought he had a warrant, which he did not, and wanted his daughter to be able to use his vehicle. The suspect surrendered willingly, and complied with all but 1 instruction, to pull over, I suggest his license be revoked for the time being due to his inability to be a safe driver and follow the instructions of a law enforcement officer.

Incident: Traffic stop / illegal possession of a live firearm
Location: Fifth Avenue



Description of events:
I stopped a sedan traveling on Fifth Avenue because one of the sedan's taillights were out of order. The suspect complied to the initial stop and presented his ID and registration papers. Upon checking his papers in the ERT system, I discovered that he held a valid license for carrying a concealed weapon in his residence state Michigan, but that he had failed to obtain an extended permit to carry the firearm in the city of Phoxlind. He had no other warrants or other records connected to his name.
The driver, mr. Simmons from here on, admitted to not having a permit, and he surrendered his firearm to me. PC-2 with officer Jackson arrived at the scene upon my request, and together we conducted a search of mr. Simmons vehicle finding nothing of interest to us. I decided to confiscate the firearm for investigation, and fine mr. Simmons 800 USD for illegally carrying a firearm in Phoxlind in violation of the local law.
I then let mr. Simmons continue on his journey and cleared officer Jackson from the scene.

Description of events:
Suspect had to much to drink, he was arrested under obstruction. I was going to give him a ride home and get some information there but he escalated the problem by resisting to speak to use when in question what lead to him upon arrest, the witness was also worried about her kids but it was known that the children was shouting abuse at the man before I arrived as they were still shouting when I was asking for information from the witness (Children's mother) he was later on aggressive when I stopped him, no drugs or liquor was in his possession, I am still waiting on reports from the witnesses from Sgt. Libor. I have no information on what he was doing in that area, he mentioned that the female was his ex-partner but the kids did not belong to him in the patrol car, I then left Sgt. Libor to question the witness and get there part of the story. Either way he admitted what she had reported his problem upon resisting arrest is unknown.

Sgt Libor; Witnesses (Susan Morgan) has been going out with Tom but they had finished there partnership but Tom could not take it so he got drunk every night and tried to see he's children but Susan refused.

(That explains Tom trying to get the infants on the street to him, but they also refused and shouted abuse to Tom what made him shout down the street to Susan what other witnesses have described.

Description of events: A call for possible domestic violence came in and myself and Officer Richardson (PC-1). Responded. I was the first unit on scene. I spoke to both parties, Calmed down the argument and observed injuries to both parties. After Officer Richardson arrived we made sure the scene was secure before requesting EMS responded. We took statements and the female said that the male had hit her. When i went to place him under arrest the paramedic (See contacts) was treating him and became aggressive when i told him to place his hands behind his back. I told the paramedic to take a step back and deployed my expandable baton. After hearing the baton he quieted down and was placed under arrest. In addtion to this arrest this Officer Richardson will be bringing in the other party

Description of events: A call came in after Officer Russo had responded code 3, I arrived at the scene to find that Russo had already calmed the female down, the male was still aggregated so I calmed the male down, Russo then carried out information checks on the female suspect and I did the same with the male, I then searched the male and the female and they were both arrested for domestic violence towards each other, the infant was fine and asleep child services had taken over, the female has burnt marks on her and other possible injury's as well as the male was also badly injured including a mark on his harm where she had scratched, I do believe there was a weapon involved towards the female on the burnt marks possibly a cigarette burn as Russo stated the paramedics didn't have no difficulty with the male, the female refused treatment so she was arrested while the male was being searched (Again by Russo).

Description of events:
Driving down Northwood on patrol, I noticed a car driven by Mr. Stone jump the curb and observed Mr. Stone get out of the vehicle and start yelling toward the house. At this time I approached the subject and asked him for his I.D.. He then stated he did not have it with him, he did however give me his name and date of birth. I then returned to my patrol car and ran his information. I then found out his previous record which included:

-Wreckless Driving (2005)
-Assault and Battery on Police Officer (2008)

I then called for assistance and Officer Jackson arrived to assist, and Sergeant Libor was also enroute. I went and talked to Ms. Roberts who filed the restraining order againtist him. She stated that he used to beat her quite a bit. I then made the decision since this gentlemen is known for a violent history, including againtist Law Enforcement he was going to be placed under arrest. Subject did cooperate after being told he was under arrest.

Description of events:
Sergeant Martins responded to 119 Morgans Lane to investigate a possible party. I heard the call and advised I would be enroute to back him up. Sergeant Libor also was enroute to assist. Upon arrival Sgt. Martins had me cite one teen for being drunk. He was cited and sent along with family, likewise for the additional teen Sgt. Martins had me run. I then entered the house where Libor and Martin was in and asked for the owner of the house. A gentlemen then came forward and stated he owned the house and we went back to my unit and I ran his DL. I then found out his previous record which included:
-Speeding (2000)
-Jay Walking (2001)


At this time I advised him that he was going to be placed under arrest for the supply of alochol to minors. Subject did cooperate after being told he was under arrest.

She then told me that her 2010 red ford mustang was stolen from Midtown Rd. at Bingus Rd. in Trulit. She reported that it had happened within the last 20 minutes. I then radioed dispatch the incident and issued a BOLO on the car, I then left the scene and went to look for the vehicle.

Description of events:

- I was doing my daily patrol when I observed a vehicle matching one that was reported stolen by myself earlier in the day, I pulled closer to the car, and matched the license plate
-The plate matched and I called into dispatch requesting another unit, when my backup arrived, we initiated a traffic stop and ordered the driver out when we arrested him, we placed him in the cruiser when we read him his rights, and questioned him. He told us his personal information and told us that the car wasn't his and never explained how he got it when we asked he requested a lawyer after that I told him what he was being arrested for and we brought him to the station.

Description of events: I arrived on the scene and I immediately ran over to EMT's when they had one guy with a baseball obstructing them from doing their jobs, They asked the man to head back on the sidewalk and he did. A few minutes later he tried doing the same thing except I went over to him and told him to go back on the sidewalk, he did. A few minutes later he arrived with a baseball bat. I pulled my firearm and told him "Sir, drop your weapon" he refused. I then holstered my weapon, and came from behind him placing him in a headlock, and took him to the ground, he dropped the bat, he fought with me but I out powered him and placed him in handcuffs, I then brought him to my car and asked him he had any weapons on him. He said no and I found a knife. I asked him a few questions when he told me he was the child's stepfather. I read him his rights and placed him in the back of my car and brought him to booking.

Incident: Speeding Vehicle, Un-Roadworthy Vehicle, Resisting Arrest
Location: Interstate, heading northbound.


Description of events: I pursued the suspect upon seeing him whilst I was in a queue going onto the interstate. I pursued him for around 5 minutes and I was joined by Trooper Alex Warren, State Patrol. I decided not to call for back-up, and I rammed him off of the roadway. The swerved and hit a ditch at the side of the Interstate. Me and Trooper Warren approached the vehicle with guns drawn. He was unconscious, so I got him out of the vehicle, and Trooper Warren called for an Ambulance. The PEMS responded within 2 minutes and he was checked up as Officer Lafferty and Sergeant (now Lieutenant) Libor arrived. He was fine an the Ambulance went back to the Hospital, he was then booked and taken to a Holding Cell at the Police Station.

He coughed to beating his wife, So I drove to the wifes house when I was talking to her she denied everything and repeatedly said that "He will kill me" and slammed the door on our faces. Therefore we only had him on evading and resisting arrest and obstruction of justice.

Description of events: I went to 961 Peach Road to assist TSD with a possible mental subject off his meds. Upon arrival we began to search for the suspect, however he was locked inside. As I went around back he busted out a window and took off into the woods. We then called for a tracking dog to assist us, we then noticed him standing in the woods. We took off after him and caught up with him and got him on the ground and attempted to handcuff him. During the ensuing struggle that lasted for we aren't sure how long, the suspect was able to get a hold of the deputies weapon and fired two rounds from it. We asked people walking by for help and they just walked off. The deputy was able to get his finger behind to trigger to stop the weapon from firing. During the entire we were not able to get our radios do to the suspect being exceptionally strong, everytime we were fighting with him he seemed to get stronger and stronger. I was able to hit my emergency button, and place a call that "Officers needed help". TSD and State Patrol arrived within 10 minutes. And we had him in custody by then.

Description of events: As I was patroling the streets I heard an audible alarm and I turned to see a car being stolen. I followed the suspect until PC8 showed up and intiated a traffic stop, the suspect then sped up reaching speeds of 50 MPH, barely avoiding a girl on a bicycle, I slowed down making sure they were ok, and when I turned my attention back to the suspect the vehicle was abandoned. When PC8 and I arrived a woman pointed down a nearby alleyway. I went on foot and pursued the suspect while PC8 went around to block his escape route off. When I first ordered him to get on his knees, he complied, when I began approaching him he hit me on my right knee and continue to run, at this time I reported he hit, me and several more sirens were heard. Then PC8 blocked him off, exited his vehicle and tackled him, I got back up and used my cuffs to detain him. I then transported him back to the ERTPD Station for booking.

Description of events: Myself and Officer Stone responded to assist Officers(s) Stabler and Booth on a felony traffic stop. Upon arrival I conducted a field sobriety test on 'Marcus Duvall and he failed all three tests, I then had him blow into our machine and he blew a .18. Officer Stabler then placed Mr. Duvall under arrest. I then joined Booth and Stone at the car and we pulled 'Fransico Martinez' out of the back of the car and was given permission to search his bag. Upon examining it Officer Stone discovered a bag of marijuana. Myself and Stone then placed Mr. Martinez under arrest for posession. We kicked the other subjects loose.

Description of events: COPA dispatched a 911 call for a home intrusion in progress at the residence located at 4 Orange Street in Trulit. PC-7, with Officer Jake Stone aboard was first on scene. 911 call indicated that one unknown person had entered the home unauthorized, and that male homeowner had armed himself with a shotgun and was preparing to fire on the intruder when I arrived. I secured the scene by placing my unit in the street in front of the house. The female occupant and 2 teenage children evacuated through the front, and I had them move a safe distance back. I did NOT want to enter the home with an unknown intruder and an armed homeowner in the equation without backup, so I radioed my situation out on the ERT Car-to-Car frequency, and received backup from PC-8 with Officer Dave Lafferty and Probationary Officer Nathan McIntyre aboard. I secured the front of the house, while Officers Lafferty and McIntyre executed a flank maneuver and approached the back yard, and succeeded in disarming the homeowner. Shortly after, the intruder emerged from the back door, and Probationary Officer McIntyre subdued the suspect, and placed him under arrest. Officer Lafferty and myself conducted a room-by-room search of the home, while Probationary Officer McIntyre secured the suspect in his unit, and advised the homeowners of their next steps. Phoxlind Police Department provided second due backup for scene security while the search was being completed.

Tyrone Washington (suspect) was arrested at the scene, and was found to be in violation of a court order issued by Phoxlind County, ordering Mr. Washington to have zero contact with the Johnston Family, due to a domestic incident involving Carly Lorraine Johnston, 16.

Mr. Washington is being formally charged with Breaking and Entering, as well as Violation of a Court Order

Description of events: I was flagged down by a neighbor of the couple about a possible domestic abuse, possibly in progress. I radio'd in for an additional unit and approached the front door and knocked on it and identified myself as a police officer. When the male opened the door, I immideatly noticed a shotgun in the background, so I unholstered my weapon and detained the suspect due to a firearm being within arm's length of the the weapon. I then stayed with the suspect as Officer McIntyre entered the house and found the victim inside, held up, bloody, in the bathroom, with a knife in hand apparently trying to defend herself. She was cleared by EMS, and said she was fine with staying at the house for now.

Location: 154 Second Avenue

Description of events: An entry team comprised of Manuel Martins and Joe Libor, as well as myself and a K9 unit under the control of Libor, was instructed to make entry into a suspected drug and weapons trafficking safehouse, with sharpshooter Shawn Booth stationed across the street, on the roof of 153 Second Avenue. Entry was made at 23:51 local time. I used a shotgun attachment on my assault rifle to breach the door. A person with a gun was seen in the next room and was instructed to get on the ground. He did so, but then moves quickly behind the table to take up a firing position. I fired six rounds, which missed. The man fired two shots, which also missed, before he was subdued by the K9. Continued search of the ground floor turned up one armed suspect in hiding and chemicals used for the purpose of processing drugs.

Officers tossed canisters of tear gas into the basement to overwhelm any suspects in the downstairs area while a search was initiated on the second floor. Upon reaching the top of the second floor, a man with a pistol emerged from a side room threateningly, with the weapon aimed at the entry team. I fired a three round burst, which forced the suspect into the side room. A second man emerged with an RPK machine gun and pinned down the entry team with machine gun fire. At this time, I ordered the sharpshooter to fire on and kill the machine gunner. With one shot to the head, the sniper killed the machine gunner, also coercing the suspect with a handgun to surrender. Another suspect was found waking up in the bedroom area on the second floor. While officers were searching the upstairs area, a sixth suspect stumbled up the stairs, obviously overcome by the tear gas. He was also arrested.

A search of the downstairs area found it to be filled with drug-making equipment and ammuntion for weapons. A HAZMAT unit was called to the scene to render the basement safe for investigators. The body of the machine gunner was removed by ERT paramedics.

He began running, I requested another unit to make sure the apparent victim didnt leave the scene and stopped the suspect on donovans terr. and brought him back to my pc, and notified he'd be transported to a detention center. I then talked to the victim and took down a report, and the suspect in fact did steal the bike

I then approached the driver, recieved his information and the driver began to drive away. I then jumped in the car grabbing for the keys. I then got the keys, and many other units arrived, helping subdue the suspect, who was then promptly arrested.
