(You don't need permission unless it goes against the orders of someone who outranks you, I believe.)

NO ONE, I REPEAT NO ONE IS TO BE REMOVED FROM THAT BUS UNTIL EVERYONE IN THE TERRORIST CAR IS REMOVED. IT IS NOT SAFE TO MOVE ANY CIVILIANS UNTIL THE SCENE HAS BEEN CLEARED OF TERROR THREATS.
