Guide to follow:

Info you should request from dispatch:

-Physical or Verbal
-Prior Calls to Location
-Drugs or Alchol Involved
-Weapons Involved
- Number of people involved
-Order for protection, restraining orders on location.

Approach to the scene:

-Park squad one house away
-Listen at door before knocking
-Stand in safe area (i.e not in front of a window.)

Contact:

-Announce present
-Seperate the parties and keep an eye on your partner (Face parties away from each other to avoid further problems.)
-Use calm communication
-Secure potential weapons
-Turn off disturbences (TV, radio, etc.)
-Find out what is going on
-Ask open ended question and follow-ups if needed
-Listen and watch for non- verbal clues
-Run warrant checks and OFPs on everyone involved.

Elements:

-Relationship? is it a domestic by law?
-Was there a crime commited
-Document Injuries (Photograph)

Arrest/ Control

-Good control of supects (If possible 2 officers to every suspect)
-Conduct safe and proper search
-Miranderize arrested/ detained suspects


Is it a domestic or regular assualt?

Phoxiland County Law (609.224) defines an assualt as a

(1) an act with intent to cause fear in another of immediate bodily harm or death; or

(2) intentionally inflicts or attempts to inflict bodily harm upon another.


What makes it a domestic?
-Married
-Relation by blood (Brother, sister, parent,etc.)
-Living together now or in the past
-Child in common
-Boyfriend/ Girlfriend (Significant Sexual/ Romantic relationship)
-Man and pregnant woman if he is the alleged father

If there is a domestic assualt, someone must placed under arrest, the victim cannot say they dont want to press charges for their saftey.

If suspect A punches Supsect B, and Suspect B punches back, they both will be placed under arrest unless Suspect B was in defense.

NOTE: An arrest can only be made within 24 hours after an assualt unless it leads to a greater crime. (Attempted homicide, etc.)

If someone is injured, you MUST ask if they want an ambulance. If wanted, have the ambulance standby in the area until the scene is 100% secure, then an officer must follow them down to the hospital for follow up or transport back to jail.

(Picked because we made this guide... If she's been stabbed we can just send the ambulance, we don't need to ask.)

* I pull the ambulance up to the Staging area No lights and No siren, I kill the headlights but keep the engine running. *

"PC-8 Show me going there Code 3. Any further?"
*I arrive on the scene a few minutes later and park 2 houses down. I hear yelling *
"PC-8 to COPA i am on scene and im going to need an additional officer forthwith"
*I walk up to the door slowly. I hear a crying and 2 adults yelling*
'ok nobody's dead yet so i guess thats a good sign'
*i walk up to the door and step to the side quickly*
'ERS PD'
'Who the F*ck called the cops! What the F*ck do you want!' *Male voice*
'Can you step outside so we can talk'
*An intoxicated male about 30 years of age wearing a wife beater with several tattoos holding a bottle of bear*
'Can you please place that bottle of beer on the floor'
*complies*
'i heard you arguing with someone may i please see them too'
'Brittney get out there'
*A female about 25 and pregnant walks out with a fresh bruise on her arm, several cigarette burns on her neck and chest and glazed over eyes*
'Im Officer Russo with the ERS Police. I have recieved a call of a fight and i wanted to get this sorted out. first question is can i please have both of your names'

'Brittney Sanders'
'What is your relationship with each other?'
'We have been going out' *Male*
'how long'

'Is there anyone else in the house?'
'Yes my child from my last boyfriend' *Female*

*Looking at the injuries on the female*
'how did you get those injuries? they look pretty nasty'
*Boyfriend starts glaring at female*
'Can you please wait outside i need to get something from my patrol car'
*walks back to the car and picks up the radio*
"PC-8 to COPA i need 2 additional officers and im going to need a female paramedic/EMT forthwith. i have a female with injuries and shes not talking with her boyfriend around so to the second unit on scene we need to get them separate. Scene is secure so have EMS follow the third due police car in. Be advised that there is an infant in the house and they are both possibly intoxicated so have a child welfare agent en-route with the officers"
(In domestic situations if theres a female authority figure present the situation turns out better. Not trying to be sexist but its a known fact)
*walks back to the couple and tries to make any excuse to keep them talking until my backup comes*

*Picks up speed turning on warning lights and sirens heading towards the scene*

* Hearing the radion traffic from PC-8 to COPA, I get the feeling the situation still isnt safe enough. *
' ALS-1 to PC-8 we are staging away until scene is clear over. '

*Arrives on scene on house away knowing there is already a officer in side*

*Runs to the house knocking following Russo*
*I then see the male walking outside so I follow and start to ask what had went on to keep my self updated*
'Ok whats the problem?'
'I'm just sick of her' *Male replies aggressively*
'Ok calm down paramedics will need to look at you'
'Do you have any cuts or blood anywhere? mind if I take a look'?
'I, I have a cut on my arm when she grabbed me' *Male*
'Ok well everyone fights it's just unlucky it's turned out to be this, you don't have to fight to get your point through you do know that right? now that you have made a problem you will most likely be arrested and go to jail for assault and it's not worth it.'

'I see you have infants in your home?'
'Yes I do officer' *Male*
'Ok well you don't really want to be setting good examples towards you kids by fighting loads of problems can occur it a shame really'

'Ok Darryl what we're going to do is, we're going to check to see what the problem is and take statements from you and the other so we can actually get something done, who actually lives here?'

'So the house is in her name, correct?'

'ok since she lives here and she has a infant to look after she will be staying here unless we can get some family member to come around and look after the infant till she is remanded, do you have any shoes to put on?
'Yes there in the back kitchen' *Male*
'Ok just stay there and I'll get them later'
*Grabs utility to take out note pad*
*Quickly jots down some notes for the report*
'Russo the ambulance is ready to come yes?' it's clearly safe with us two here?'

*Puts notepad back into utility belt and then takes out radio*
''PC-1 to COPA can I have an ambulance on scene it's all clear, also no officers need to respond code 2 as the scene is under control, over''

'Ok I'll get some information from you in a moment when you have been checked out to get a background check in the mean time do what the ambulance staff tell you to there here to makes sure everyone is OK and hasn't caused to much damage'

*I get my uniform, and get to my car*
*I start driving to the location*
*When i arrive i see PC-1's Car*
*I start walking and enter the house*
"Richardson, what happened?"

'Hi just a domestic assault (Domestic dispute) with both male and female they've been questioned just waiting on an ambulance arriving so we can take action, I don't know what Russo wants done he's in with the female now'

'Do you have any sharp objects on you?'
'No I don't why?' *Male*
'So you don't mind if I search you?'
'No I don't' *Male*
'Ok arms in the air and split your legs'
*Goes to reach for pockets and feels pockets before entering hands, goes down the leg making sure socks were empty.*

'Ok turn around'
*Feels back and moves down legs* 'Ok you're clear'
'OK i never had nothing sharp?'
'all It was, was a quick fight on the floor we both hit each other I admit but look at me I came worse out of it' *Male*

"ALS please respond to scene now. Officers, what do we have on the go there"

''PC-1 to COPA we just have a dispute with a male and female they have calmed down, scene is clear everything is calm I'm going to check on the child now to to if (s)he's fine till the child services arrive, over. ''

*Pulls Richardson away from the scene discretely*
'She has some bruises and burns on her and i think the boy friend did it so whern the paramedics come i want you to talk to her and ask her how she got them. because when i asked the boyfriend gave her the look of death. So when they get here im going to go over by the porch and talk to him and you stay with her'

'Right ok'

' Copy PC-1, ALS-1 moving in. COPA, ALS-1 you can show us on scene, we are responding from a block away. '
* I pull the ambulance up to the house and turn off all lights except for the Hazard lights and step out. *
' Zach i'll get the Trauma kit if you can get the ALS bag. '
* I grab the Trauma kit and some O2 and walk up to the house, im greeted by PC-1 Richardson and am taken over to the Female victim while Zach starts to take care of the Male Victim*
' Hello im Jamie with ERT EMS, whats going on. '
* Brittany points to her left arm and shows me her neck where I observe 1 burn mark. *
' ok well lets get u fixed up here, why dont you sit down first and i'll check that burn out. '

* I grab 4x4 and fold it in half, take out a bottle of cool saline water and pour it over the 4x4, fold it in half and pt it over the burn to cool it down. *

' Ok for now thats gonna be good, lets checkt hat arm, looks like u got a few bruises there how's your range of motion. '

* I have her move her arm up and around and nothing seems to be damaged except for some decently sized bruises. *

' Well your arm will be fine just some bruising and discomfort, are you hurt anywhere else, got all ur teeth, toes, fingernails lol. '

* She smiles and agrees that she is in tact everywhere else.*

' Ok then im gonan go check on ur man lol i'l brb '

* I stand up and walk over to check on Zach and the male victim *

*starts taking to Darryl on the porch. We are in a position where you cant see the female victim*
'What happened tonight?'
'I told you already'
*starts to get angry*
'well i think you might be leaving out a few key details'

'how did your girlfriend get those bruises and burns?'
'I want to see Brittney'
'The paramedics are taking care of Brittney so your just going to have to wait.'
'I WANT TO SEE HER NOW!'
'count to 10 and take a deep breath. Now for the report whats your full name and can i see your ID?'

*Takes me into the house to the stairway and points. I notice his knuckles are a tad bloody.*
'how did you get that on your knuckle.'
'I was in a fight'
'what happened?'

*walks up to the new female paramedic*
'hey how you doing? did the female vic tell you how she got those burns and bruises?'

' No she didnt but if you look at it you can tell it came from a cigarette Lighter. '
* I turn away and walk back to Brittany. *

'I know this guy did that to her so try and get her to tell you what happened to her. I want to arrest this skell but i need her to tell you that he did this before i can do anything.'

* Turns to Russo and takes him aside *
' Im not a cop the investigating is your job, im not here to take sides, im inpartial in this and only care about taking care of the victims. What i will do is let you ask her in a calm and non aggressive way so as to not aggrevate her and cause her additional discomfort. then im going to treat your male victim after you are done with him, and seeing as how he is bleeding Im sure you understand that the questioning shouldnt take too long. '

'Ok'
*walks over to the ambulance*
'Brittney' the paramedic told me that those burns were made by a lighter. Can you please tell me how that happened'
*silence*
'If Darryl did this to you we can make sure he never does this to you again. you just need to tell me.'
'Yes he did this to me'
'OK your going to need to go to the hospital so they can do there domestic violence paperwork. do you have anyone you can call to take care of your child?'
'Yes my mother but shes on the other side of town'
'Do you have a phone?'
'No we forgot to pay the bill.'
*hands her my phone*
'call your mother'
*after a quick phone call she hands the phone back to me her mother is on the way.*
*I walk back to Darryl interrupting the paramedic treating him*
'stand up and place your hands behind your back.'
'What why? did Britteny tell you anything because if she did shes lying'
*Darryl gets up and starts yelling. I look at the paramedics name tag.*
'Morrison, take a step back for your own safety'

*Search turns up nothing so i read him his Miranda Rights*
'Ok Morrison lets finish up here so i can get him booked'

* I quickly dress his wounds and take a set of Vitals. *
' Ok Russo he is all yours, I do advise once at the jail he gets further assessment. '
' Also your Female victim can be released as well she does not need medical transport unless she wants it. '
* I walk over to the ambulance and ask Brittany if she wants to be transported. *
' Brittany do you want us to take you to the hospital? I suggest you have that burn looked at. "
* She answers no she does not want to go to the hospital and wants to find out where they are taking her boyfriend. I have her sign a releae of Liability stating she is refusing transport and further medical help then I take out my radio to communicate to dispatch. *
' COPA, ALS-1. Show us available on scene here, patients refusing medical transport. ALS-1 Clear 5 minutes. '

*Walks over to male to assist Russo in the arrest*
'We can't do anything to the female to someone comes to look after the child'

'Ok Daniel will look after?' 'Phoenix' *male* ' Ok Phoenix till then you're both under arrest for assault.'

'Ok when the person gets here for the baby were taking both these 2 to booking in separate cars. Morrison i think you can go now'
*a few minutes Brittney's mother come and takes the baby to her house and getting basic information from us IE where they are being taken*
'Ok Richardson lets get these guys loaded. Which one you want to take?'

'You're jumping into things to quick for we need Morrison encase one of them resist arrest and for the second you have not searched the female! but you went a head and took over what me and Morrison was doing to the male, stick with the female if you're handling her, I'm not swapping every five minuets, this will also be followed up by a report, team work Russo it works wonders.'

*Walks off taking no more orders and carry's on speaking to the male.*

* I get out of the Ambulance and walk over to Kieren.*
' on your male subject he Needs to have his Wounds thouroughly addressed, they are deep cuts. '

(Richardson the female is RMA and the male needs to be booked before anymore medical treatment can take place. Also if someone resists you dont want EMS there because thats a liability, No offense to the EMS people.)

*Walks over to the female*

* I put the ambulance in gear and head out into traffic. I look over ar Zach and chuckle *

*I then go to the female and grab her arm and take her towards my patol car.

(you could always godmod PPD coming to assist or detain and take her to the jail to be searched thats a common problem we have if you don't live in a city there aren't a lot of female officers to start with if you live in a town with 4 cops what are the chances a female is on duty?)

*Checks the females pockets I find nothing so I put her in my patrol car*
*Walks back over the house encase Russo needs my assistance when arresting the male*
