24012011 Drunk Driver Eastbound on Union Street

Note Supervisors will be reviewing this call

*i pull out of the TEC center after my car is repaired with my lights on*
"PC-8 Show me responding. Do you have any further info on this?"

"Drunk driver was spotted in a dark four door sedan "

"10-4 can i get another unit to back me?"

*Flips on his rumbler and speeds down the road towards where the suspect was last reported
"PC-1 Resonding Code 3."
*Drives relatively slow due to the road conditions.

"UMC-1 is en route without lights gonna try to surprise this guy if I find him first"
*While I drive around the area looking for the sedan*

*Pulls onto union street eastbound lane spots the guy and kills lights*
"he dosent look that dangerous and seems to be for the most part in control of the car. road conditions are pretty bad so lets stop him slow and safe. advise me when you reach union street"

"Go ahead and light him up I'm right behind you"

As I say that I hit my rear emergency lights just to warn cars in the back due to the conditions so that they can stop in time if we were to hit our brakes real fast.

*flips his siren off once near union, then the lights once on union
*Pull up 2 car lengths behind Corporal Linda

"ok heres the plan Linda you pull up in front of him and just slow him down and Blanc will box him in"

"Alright well if thats the case then don't light him up til I tell you to. I'm just going to bring him to a stop then we can box him in. Understand?"

*I flip my rear lights off and pull in front of the suspect and get him to slow down then we pull up to a stop sign and he stops*

I grab my radio and yell
"Now box him in now Blanc block off his left side so he can't get out of it. Light him up Russo"

*Speeds up and gets on the left side of the vehicle allowing little movement to the left.
*Flicks his lights on so there isnt an accident with oncoming traffic.

*lights up the car and turns on the spotlight and takedowns*
'*over loud speaker* this is the police put your hands where we can see them'

*Once I hear him on the loud speaker I driver forward and take a right on the next street. Put my take down lights on and get out of my car. I do this so the drunk guy won't hit my car if he didnt already from getting in front of him.*

"Blanc move your car up and cut him off so i can open the drivers door and he cant get away in the car"

"10-4"
*Moves up so that the rear fender is blocking the way of exit to the left.

*Runs up to drivers door of the car and opens it*
'Get out of the car now'
*i pull him out of the car and cuff/frisk him*
'Should we search his car or just have it towed?'

*In order to avoid traffic congestion pulls up in front of Corporal Linda's Patrol car, grabs his jacket and steps out.
'I'll search it, see if anything turns up.'
*Pops his trunk and grabs some gloves
*Opens the passenger door and finds 1 empty vodka bottle on the floor
*Picks it up and sets it up on the roof
*Continues searching and finds more and more alcohol.
*Looks under the seat and finds a fairly large knife, picks it up and carefully sets it on the roof.
'This is all I found, we can do a more in depth search when its in the impound.'
*Grabs some evidence bag and places each item in its own bag.
'Where would you like theese?'

'Yeah Blanc and I will search the car you intiate the breathalyzer"

*I put my rubber gloves on and start digging through his car, looking in the front I see an open 40 oz beer can empty. I put it on the hood of the car and pick up another 40 oz beer that was opened that was only half full. I looked in the back seat and found some crushed beer cans that look from the past. I see a car seat in the back and check to make sure there wasn't a kid in it and thank God there wasn't. I see Blanc with the vodka bottle I'm glad he found that.

'Car found 2 open containers and crushed beer cans in the back. You also wouldn't believe that there was a car seat in the back. I want to have a talk to him before you take him to jail'

*Walk in front of officer Russo's patrol car and make sure that the dash cam catches me pouring out the half full can of beer. I walk up to where the suspect is standing by Russo*

"Sir I'm Corporal Linda with the ERT:PD and it worries me that there is a car seat in the back of your car. You need to get your s*** straight and think about what could of happened. What could of happened to your kid? Think about that."

*the suspect justs keeps his head down and doesn't respond*

"I'm going to explain whats about to happen, Officer Russo is going to perform a number of tests on you, and then if you fail those tests we will administer a breathalyzer test. IF you do fail those tests you do have the right to refuse the breathalyzer test and you will be given a blood test when we book you. Do you understand that?"

*Suspect just stares at the ground again*

"I need a reply to that sir, a nod or something"

*He shakes his head yes that he understands and I look over at Russo*

'Alright Russo go ahead and administer the field sobriety tests on this guy'

'ok walk a straight line heel to toe from me to the cop car and if i have to book you then im going to hold you personally responsible for me not getting home or having a meal tonight'

*complies but staggering the whole time*

'now turn around'

*falls flat on his ass*

'Linda will you kindly introduce his man to the breathalyzer'

'Keep him right here I need to go grab it out of my trunk'

*Walks over and opens the trunk, opens the case with the breathalyzer and walks back over to the suspect*

"Alright sir this is a breathalyzer your going to blow in to this tube til i tell you to stop. Alright ready blow"

*He sits there and complies, I hear the click of the breathalyzer*

"Thats good sir you can stop"

'While were waiting Russo go ahead and read him his rights and run his name with dispatch'

*reads him his rights and i take his wallet back to my car*
(a few minutes pass)
'Linda hes coming up clean. Whats his BAC?'

'His BAC is .15'

'whose transporting and booking?'

'Uh guess I can.'

'This is your guy Russo'

"Linda to COPA need a tow to this location, or call a family member to come pick up the car"

*starts bringing the perp to the back seat*
'get in and watch your head'
*drives back to station and books him*

'You can clear I'll wait for the tow.'

'Thanks Blanc'

*I walk over to my car and cut the lights off*
"UMC-1 is clear PC-1 is waiting for tow on scene. Will be en route to HQ to meet with Sergeant Libor, and Corporal Halls."

*Walks back to his car gets in, locks the doors and turns the heater on
*Daydreams about early today.

*Sees the tow coming up and lets the driver do his business
"PC-1 Enroute to HQ"
*Turns his lights off and makes a U

so when do we find out how, we did what went right/what went wrong?

When the official report is released. This was a field test call, so the report won't be released as quickly. Field tests happen when a supervsior, or COPA member reviews the call for marking, promotion, and other reasons regarding unit performance. These follow a process in which several officers are involved, not just the COPA contact. Calls may also have a rubric in which they are graded, ie for officer tests

Official Review:

**Note:Officer Linda was advised not to correct people on scene as this was mainly a training call.**

Overall: Poor

Explaination:

We NEVER box in a car that is:

A) Driven by a possible drunk driver
B)Not running from us

Problems with how handled:

A) This could've been a diabetic person, who would've smashed Lindas car.
B)It could be a poor driver on top of poor road conditions.

It should have been carried out as a normal traffic stop with just back up units en route.

Heres more so how it should have gone (example):

' Thanks,stopped you because you were all over the road back there.'

'Oh, it was really slippery back there, lost control.'

Ok, I'll be right back.'

*The same info as before comes up after running everything again.*

"Blanc, you can cancel, were good."

'Ok, just drive safe and have a good day, ok?'

'Ok thanks officer, and sorry'

'No problem, have a good day.'

*I walk back and drive off*

"PC-6 clear."

It may have ended with an arrest, etc. but it need to be a lot more toned down.

Guys we NEED DETAIL. You need to type out EVERYTHING you do on calls, esecially in the call center. You need to actually say "Pc-6 to copa, we need a check on a King Rich Lore 1976/07/12." Detail is the biggest thing in RPG games.

Staring as early as Febuary 1st, there are going to be many changes in the dept including training and realism, just a heads up.

Anyway, we now know what need to be worked on.


*ALSO*- Guys, this has been noticed by a few of the supervisors, we dont go code 3 unless the life/death margin is there. This would be a code 1 response until the first officer got on scene, then maybe code 2 depending on how far out you are. Remember, code 1 Officers still will speed and get on scene quickly enough.**

FYI- this is just an overview of the call, no one is zeroed out in this report directly.

I want to add into that comment about code 3, 2 and 1. One is to get to a scene not urgent, or if another officer is already there. Two is if no one is there yet and it's something like a DUI or something where time could be of essence, but it's not life or death. Code three is life or death.

Examples.
Code 1: Assistance, Second or third to scene, non life threatening.
Code 2: First due, non violent robbery in progress, domestic abuse report (no immediate danger, just an arguement escalating or whatever)
Code 3: Life or death urgent, such as Murder suspect on the loose, weapons calls, police chases, or any other incident, where lights and siren may help public, such as if responding to a car accident on the highway, lights and siren will alert people to slow down and not pass you, which could stop a single car accident from becoming a pileup.
