HIT AND RUN

Requesting ALS respond with S-1 to Doyle gas station Code 3. PC-8 on scene, details unknown.

I pull out of the gas station and start slowly heading towards the intersection of Doyle and French where the crowd is congregating.
I get to the location and turn on my emergency lights I jump out of the car and walk to the center of where the group is surrounding. I see a man laying motionless on the street corner. I start asking around what happened and people said that a White Ford Focus was driving hit the patient and drove off.

"PC8 to central, I am going to need EMS and back up to this location, we have a person injured by a hit and run"

I run to the back of my patrol car, grab my medical bag out of my trunk since I am also an EMT-Basic. I rush back to where the patient is yelling at everyone:
"Everyone back up now, this is a crime scene, everyone back up and let me work. There is more emergency vehicles on the way so if your a witness you need to stay, if not please move out of the way"
I switch my attention back to the patient. I have some splints in my medical bag so I go ahead and splint the fractured leg.

"PC8 to central were going to need back up to this location, the crowd is getting worse and more agitated.Also oncoming patrol units be on the look out for a White Ford Focus, may be the possible car that was involved in the hit and run."

Copy that PC8, requesting licence number or any available information aside from make and colour.

*Realizing it'll probably be another 10 minutes before we can get there in afternoon traffic, I call Kingston Elementary, hoping Janet the nurse'll be there*
'Good afternoon, Kingston'
'This is Commissioner Burke of the ERT, I need to speak to NurseJanet North immediately.'
after a minute
'Yes, David?'
'Janet, I need you to get to the gas station at french and doyle, there's a hit and run vic, and I've only got an EMT there now, can you head over until an ambulance can arrive?'
'Sure, give me one minute and I'll be there'

"Scene, be advised, Nurse North from Kingston will be arriving in less than one minute on foot to provide medical assistance"

"PC8 receives nurse is on the way on foot"
Me: Did anyone get a license plate number?
Female: I did it was FD7-AZ0.
"PC8 to central with traffic, license plate number Foxtrot Delta 7- Alpha Zulu 0. Vehicle said to be traveling north on French"

*I run the plate in my eat while going to the scene.* pc/6 is heading to the owners address at 16475 trulit south road in trulit code 1.

*I roll out from the gas station parking lot, following PC-8 over to the scene and park behind him, turning on my emergency lights as we roll. I see the crowd gathered around something as I get out of my Charger. I take the radio mic off my shoulder flap and speak:*

"PC-7 on scene."

*I see officer Linda get out off his car and after a little "investigation" he starts first aid work on the patient. I decide this is a good time to divide that crowd a little, so I get in there to back Linda up.
A couple individuals in the crowd is getting a bit agitated, so I have to raise my voice and actually push one particulary angry man back a little. I give them clear orders:*

"Everyone one BACK UP! You aren't helping this guy out here. BACK UP SIR!"

*They move back a few feet, but it's time to have another unit in here to do some crowd control. Some of the women present are crying, most these people probably have some kind of relation to the victim. I ask a man who looks relatively calm now:*

Me: "Who's the man who got hit?"

Bystander: "That's David, he lives in our building! He's a great guy, wouldn't hurt a fly or anything and then he gets hit and run by some asshole on his way to the store!"

Me: "Did you see what happened?"

Bystander: "No, but I heard he was just about to cross the road when that car came screaming through the intersection and cut him right down! I think it was Jessica (the girl that officer Linda talked to and got the license plate number from) who saw the whole thing, she phoned me and Joey right after and told us we had to come over."

Me: "Ok... I'm gonna need to write this down. What's you name?"

Bystander: "Mark Kempton, with a K."

Me:" All right, thanks. You and Jessica need to stick around so we can talk to you. Just stand out of the way for now, please."

*I get my notepad and pen out and write down the names of the two witnessed and a few keywords about what happened. I turn my attention towards officer Linda and the victim again.*

"How is he doing?"

I look up at Halls:
"He's pretty stable right now, but he may have internal injuries so he really needs to have an ambulance here"

"Allright, I'll contact COPA for an ETA!"

*I get on the radio:*

"COPA, this is PC-7, do we have an ETA on EMS and additional units?"

"Squad one, on scene. We have a male down in the crosswalk, massive trauma to torso, current state unconsious". I say "Mitch and Jansen start traffic control, Davis grab the trauma bag and the 02." I say as I get the back board and drug kit, then grab the jump bag with another hand.

EMS is just outside of contact and the nurse should be there

"COPA that's 10-4, can you start me an additional unit code 3 for crowd control?"

*I say over the radio. The crowd is not exactly calming down...*

Pc-6 in the area of the white cars owners house.

'Yes sir, Raven.'

*I grab the trauma bag out of the EMS compartment along with the oxygen tank. I check to see if he's breathing.*

'Raven, he's not breathing! Let's begin CPR.'

*I begin CPR on the victim and apply breaths as needed.*

((Isn't it 30 compressions and 15 breaths?))

Since Squad 1 has arrived I turn my attention to crowd control.
"Everyone this is the last time were going to tell you get the hell back we need room to work and for emergency vehicles to come in"
I look over at Halls as we both try to get people out of the way so Squad 1 can work.

"PC8 to PC6, be advised one witness said that the driver was swerving when he hit the patient. Driver may be intoxicated."

(CPR is 30 compressions, 2 breaths)

((OK, thanks.))

*I apply 30 compressions and 2 breaths every minute until he starts breathing.*

'OK, he's breathing. He is complaining of pain in his abdoman, where he got hit, and he has some cuts and bruises across the area and on the legs from hitting the ground. I'll take care of those right now.'

"Burke, the victim is breathing and has some cuts and bruises across his legs and stomach. He is complaining of pain. I'm taking care of him right now."

*I apply some bandages to the wounds.*

pc-6 to all units, white car located pulling on to his street, he made a quick u-turn when he saw me. *I hit my light and get behind him*

"PC8 to central can we get city police over here so we can go help out PC6 in the chase?"

'Raven, when you're ready let's move him onto the backboard and get him ready for transport.'

I open up the drig kit and take out an I.V. "Davis set up the heart monitor, and get me a BP and heart rate" I say and start a saline.

pc-6 to all units, vehicle had front end damage. Is being slow to stop. West down midtown road.

Advise if you want me to radio in some state troopers from a speed trap on the highway. They can be there in 1 minute

10-4, advis them to set out spikes on trulit interpass.*I say it as he floors it around the turn.* pc-6, this is a pursit, i repeat this is a pursuit.

Copy that, ETA 1:30 for spikes.

10-4, do we have any squads avalible for backup in the pursit? We pulling onto the pass now.

"PC8 to central, if we get city pd over at doyle and french we can respond to the chase"

I pull up on the scene grab the stercher and see Davis doing CPR so I help set up the heart moniter. "He's in V-fib!" I grab the defib and shock him. "No...." I say as it goes v-tach. "Let's begin amaidrone treatment. I start the IV shock him and V-fib again.

Requesting first on scene stay, but any one other can be relieved by City PD officers en route. We don't need much man power, the troopers are coming in now

*I grab the BP cuff.*

'Blood pressure is 110/74. Pulse is about 74. Continue with the V-fib.'

"PC8 received"
*Continues on Crowd Control*
Walks towards a agitated bystander

Me:"Sir look here how its gonna end up going, if you don't settle down and let us worry about the guy that is hurt other then have to worry about all of you around us we will be taking some of y'all to jail. My partner has already told you a couple times to calm down and back up, and I have done the same, next time we have to tell you that you will be in handcuffs in the back of my patrol car understand?"
Male:"Yes sir but that dude just ran over my neighbor and he did nothing wrong"
Me: "I understand that sir and were in a chase with the guy that did this right now, but what your doing right now is something that needs to quit. We did not do this to him so you taking your anger out at us is unacceptable. Were just trying to help your buddy out, so this is the last time were going to tell you please back up and help us keep everyone back."
Male: "Yes sir everyone back up and let them work"

The crowd actually listens to the man and gives us plenty of room to work.
*I go to my car open up my trunk and get crime scene tape* Finally have time and space to mark off the area and that will help us keep people back.
"PC8 to central, we finally have the scene under control."

"Ok, Raven, lets go Jansen."

**I go to the truck and get out some traffic cones for the rear compartment. One I have the cones I start laying the cones out so the traffic is separated form the actual scene**

"Hey Matt, Leave the road closed for the moment, We will open one lane when I am done."

*I continue with the cones and flares**

"Mitt we can open the road now, Just move you cruiser and I will wave traffic through"

*I help officer Linda out putting up the barrier tape to block of the intersection. The crowd is finally dispersed or contained on the outside of the tape, leaving us time to work on the inside. I walk over to speak to Linda.*

"Let's stay on scene until further notice. There's too much going on here for just one officer to handle, at least until EMS transports."

"Yeah we were going to stay here and finish this call up. Let's keep an ear on the radio to make sure PC6 is doing alright"

'He's pulling through now. He should be OK. Should we get him ready for transport?'

"PC-1 responding to assist with pursuit, code 3"

*I step on the gas, and speed through red lights carefully, listening hard to the radio. but then i think, ah cba. so i get my gun out, and shoot some mother F*ck pigeons. i get bored and think 'lets go catc me a bad guy' just ten a terroris bomb goes off. i shoot 10 terrorists. oh no i get shot in the leg. calling for assistance.

"PC-1 assistance required, code 100000, iv been shot, oh wait, its just my red sauce exploded on me. cancel that"

Andrews, leave this call now, report to my office, you're on suspension starting immediately. Length will be determined after a meeting with your Sergeant.

"Yeah Let's get him ready for transit" I get the guy on the stercher and put him in the ambulance. "ALS 1 enroute to the hospital." I say as I rush to the hospital with a crashing patient.

*I watch as the car slams on the brakes before the spikes. He stops and puts his hands out of the window*

*On PA*
Driver throw your keys out of the window.
Open the door from the outside and come out slowly facing away from me with your hands in your air.
Walk backwards toward, keep going, keep going, stop, down to your knees.

*I knod at the trooper then run up to the man, and cuff him and walk back to my car. I pat him down. nothing found.*

"Pc-6 all units, scene secure, trooper will clean scene up, pc-6 en route to station interview room."
(dc, we will meet after call.)

"Davis to COPA, the victim is being transported. Should we stand by for futher orders?"

*I put away the equipment, get in the squad, take off my jacket, turn off some of the main lights, and grab some water.*

"Negative Davis, once all the victims are treated, you're clear to go, just check with police on scene to make sure you aren't needed."

I turn off the screen in the Station Chief Office, and walk to the door so I am able to take over this scene from the COPA instead of from a fixed EAT Terminal

"Copy that."

"This is Davis to any available PD officer, are we clear to leave the scene?"

I walk over to Squad 1 where Davis and the rest of the guys are, I say to Davis,"I appreciate your quick response over here and your work, your free to go we can handle it from here."

'OK, thanks. Just give us a call if you need us.'

*I get back into the squad, turn off the lights, and pick up all the cones. Then I get in, put it in drive, and head back to the station.*

I pull up at the hospital. Take the patient up to the ER where a trauma team is waiting. I then clean and restock the ambulance. "Is ALS 1 clear?"

I walk up to the guy that we had been having problems with and talked to him.
Me:"Alright sir can you tell me your name and what you saw?"
Brandon:"My name is Brandon Lindsey and I was walking out to my car when I looked up to say hi to Mark and the next thing I know the ford focus was swerving and the next thing I know is that he went over the car and landed on his back. He had no warning to jump out of the the way.
Me: "Alright sir I appreciate it if we need anything how can we contact you?"
Brandon: "At this address and phone number 890-0865."
Me: "If we need anything else we will be in contact with you."

(I was just going to remind you to get that info, good job and have fun with the main report. )

*I walk over and start tearing down the caution tape* after I tear down all the caution tape I walk over to where Halls is.
" I'm going to go ahead and clear, everyones gone now and I have both witnesses statements. I'm going to the office and type up this report and my traffic violation report. Your free to go back patrol, I appreciate the quick back up."

"PC 8 is 10-8 and is en route to station 1 to do a report"

"No problem man, we were both here. Lucky shot I swung by to chat, eh? Hehe... Go ahead, I'll chime in with my detailts to the report later."

*I wave goodbye to officer Linda as he drives away.I survey the scene one more time and finish taking down notes. I get back in my cruiser and wait for traffic to subcede, then I deactivate mye emergency lights and drive off. I get on the radio:*

"COPA, PC-7 returning to patrol."
