    See EAT.

Any available units respond. Use own caution for code.

    COPA rep - DCBurke
PD Commander (if on scene) - Sgt. Libor (please note if not on scene, orders are to be on own caution, or for larger actions, under advisory of COPA)

ERT ems is not assisting this call. We received the request for PD only. Campus Security has their own medical team, as well as the Phoxlind Area Medical has their paramedics with the victims.

    "Understood."

**As I drive to the Campus to liason with the Campus Security, I see what appears to be the blue Chevey Impala in question.**

"COPA, this is RRT currently following a blue Chevey Impala, southbound on Phoxlind Road near Long's Lane. New Hampshire tag number Three-Foxtrot-Romeo-Two-Zero-Mike. One driver and one front seat passenger. Can you run a license plate check? Also send assistance, Code 1."

"copy that RRT. Any available units please report to phoxlind road southbond near long's. BOLO blue chevy impala, tag three-foxtrot-romeo-two-zero-mike, new hampshire."

I run the number into the system, and while waiting for a result I talk to Tim, one of my COPA officials.
'Tim, radio the PPD and let them know we've got a car being followed with 2 suspects.'
    'Got it D'

"RRT, please be advised car is registered to a Neil Wilcott. You are cleared to pull over when you're ready. Please do not approach with anymore gear except street. (Street is TAC pants without leg protection, TAC shirt and Vest, ballcap, as well as basic utility belt.)

"Understood. Looks like the driver saw my TAC shirt and knows he's being followed. He picked up a little speed. Initiating a stop on a suspicious vehicle."

**I turn on the sirens briefly to indicate that the vehicle should pull over. They pull into a driveway. The passenger opens the door.**

    'Stay in the car, please.'

**The door closes again. I drive the RRT truck to block the driveway; the suspects cannot drive out. I walk out and over to the driver's window.**

'Driver, can you step out of the car for me? Passenger, put your hands on the dashboard and don't move them until I tell you otherwise.'

**The passenger puts his hands on the dashboard. The driver steps out.**

    Me: 'What's your name?'

    Driver: 'Phil'

    Me: 'Last name?'

    Driver: 'MacAllen'

Me: 'Mr. MacAllen, I stopped you for a number of reasons. First, your vehicle matches one described in a number of sexual assaults. Second, you looked like you were going to try to run from me. Understand?'

Driver: 'I wasn't trying to run, officer.'

Me: 'Well, I see you're stopped now. I need to search you quickly and detain you. PASSENGER! Hands on the dashboard!'

**A search of the driver turns up Rohypnol (roofies). There is also a black hat and a set of handcuffs in the backseat of the car.**

"COPA, I have a Phil MacAllen detained, 5'10", wearing mostly leather clothing and has a dark hat and handcuffs in the backseat. He seems to match the description of one of the assaulters. I haven't checked the passenger yet."

**I detain the driver and read him his rights.**

'Passenger, get out of the car.'

    **He steps out.**

    Me: 'Name? First and last.'
    Passenger: 'Neil Wilcott.'
Me: 'The car is registered in your name?'
    Passenger: 'It is.'
    Me: 'Who's the driver?'
Passenger: 'Phil? He's a friend of mine. We met in high school.'
Me: 'Why is he driving and not you?'
Passenger: 'He and I attend the same classes on Campus.'
Me: 'But why is he driving?'
Passenger: 'He wanted me to meet one of the students at the Campus.'
Me: 'Do you know this person you planned to meet?'
    Passenger: 'No, I don't.'

**A search of the passenger turns up nothing of interest. I remove his wallet and a brochure for an engineering class at the Campus.**

"COPA, the passenger is Neil Wilcott, the owner of the car. He doesn't seem to know what MacAllen intended to do when he got to Campus, but they said they were going to 'meet' a student."

**I detain Wilcott for questioning. A squad car for the PPD arrives.**

*I arrive at the northern outskirts of the campus area after a short drive through little traffic. I turn of warning lights and grab the radio mic.*

"PC-7 on campus scene, heading west. Confirm?"

*It's getting darker, but there are no one outside. It's an eerie feeling in the large campus area usually buzzing with activity all day. I drive down the road slowly, peering out for signs of activity. The radio is chattering with sporadic messages from other units out searching.*

**I uncuff Wilcott and take down contact info from him, and ask the PPD car to see about getting him home. I then load the detainee into the RRT truck and tell him what he's being charged with. He won't tell me who he's working with. I drive over to the Campus.**

*As I drive around on the west side of the campus, I come across a single parked car in a sidestreet. And lo and behold, it's a black CTS! I pull up behind it with my searchlight on, shining into the parked car. No occupants to be seen neither in or near the car... I get on the radio.*

"COPA dispatch this is PC-7, I've found a black CTS on campus west side. License plate number Seven-Mike-Uniform-Five-Two-Bravo, no occupants, uuhm... Please advise."

*I put my cruiser in park and get out with my flashlight. I turn it on and survey the nearby area, then walk around the CTS looking inside. Nothing suspicious there, the car is empty except a few empty soda bottles and some general thrash on the floor.*

"All units, PC-7 in foot pursuit. White male, dark jacket, heading east on campus."

Post by J. Bucello Wed Oct 20, 2010 3:35 pm

**The suspect is still struggling. I run up and kneel beside the suspect, who is writhing under Halls, trying to get free.**

'Stop resisting!' **hit** 'Stop resisting!' **hit** 'STOP STOP STOP!' **I hit him repeatedly on the back until he stops struggling.**

Suspect: 'What the ----, man, what are you hitting me for?'

Me: 'Why are you running? Why are you fighting us?'

Suspect: 'I'm on the ------- ground, man, you don't have to hit me!'

Me: 'You were fighting. Don't lie; it took three of us to bring you down. You should be thankful that that cop over there -' **I point at Libor** '-didn't run you over.'

    Suspect: 'You're bluffing.'

**I handcuff the suspect and stand him up.**

"One in custody near entrance 2 of the Alumni Sports Facility."

    Me: 'Anything in your pockets?'

    Suspect: 'No.'

**I reach into his jacket pocket and take out a pair of handcuffs, as well as a roll of wire.**

Me: 'You wanna keep lying to us tonight? You're already under arrest for assaulting a police officer and resisting detainment. Libor, you might want to question him. Should I take Halls and look for anything he might've dropped?'

((FYI, the suspect was struggling alot. I'm fairly certain that hitting him wasn't brutality. In any case, I didn't hit him on the head or anywhere above the collarbone; they're all legal hits as far as police policy goes.))

*I assist Bucello in arresting and get up with the suspect in cuffs. Libor assists us with getting him under control. I pull out my handcuff keys and make sure the double lock is on so the suspects doesn't tighten the irons even more when we load him into a car. I straighten myself, checking if I lost anything or have any bruises. Everything seems ok, except I'm a bit short of breath from the run / struggle.*

"Phew... Ok, thanks guys, good job! If you book him in your car Libor, me and Bucello will do a quick search walk like he said."

((Good job, but let's refrain from to much hitting in fights. No personal criticism against you Bucello, I just think it's a bit much "COPS" to hit to subdue subjects. Especially since in this case I was on top of him. I suggest we use mace or just simple arrestation techniques the next time. Smile This suspect gave up pretty quickly and all, but if we hit people it takes things to a whole new level... Still, good job!))

((Sorry, Halls, but its tough when you can't see what he's doing and you're just imagining the whole thing. Also wasn't sure that we had mace; some departmentd don't use it, but just about all of them have batons.))

'I'm not even sure that he took his hands out of his pockets; I still want to search anyway.'

"Allright... He was walking towards our position by the car from east (*I point towards where my patrol car is parked*), but he probably wouldn't be so stupid as to run back towards any victims if he wanted to escape when we chased him. Should we canvas the south-east area then?"

'Checking the eastern area sounds like a good idea. Couldn't Libor also just question the suspect?'

**I start looking in the east.**

'Also, what if one of the victims is in a building? They're all locked at this hour, and we probably don't have permission to just barge in anyway.'

    "Copy that PD"
    **
I check the call centre for the PPD, and no one reports anything, about ten minutes later, I get a call on my cell phone, redirected from 911 (I'm 5th point of contact for 911 calls*)
    '911, ert'
'shit, you've gotta help me, theres a freak outside of my window, i'm in the alpha soriety hall, and my girlfriends are all asleep. He's big and I'm scared.'
'Ma'am, lock your doors, and wake everyone inside, see if you can keep an eye on him. I'm going to dispatch police right this second. We'll be there real quick'
    *aside*
"All units, alpha soreity hall is reporter a peeper outside the first story window. Respond code 3 now. Possible assailant"
'Hello? Are you still there?' her
'Yes, I'm here, are you okay?'
    'For now, where are you?'
'I've got police coming to your hall now. DOn't worry, we've got SWAT teams, campus, city and federal police coming right now, you'll be okay. What's your name?'
    'Jamie Willows'
'What's your phone number so I can call you back?'
    '723-8172'
'Okay, if anything happens, call 911 again, and I'll answer. You'll be safe Jamie.'
*I hang up and program any 911 calls for the next 2 hours from that number to go straight to my cell. Gotta love priority calling Wink *

"This is in progress? I'll head over. RRT is responding to Alpha Soriety Hall."

**I draw my flashlight and pistol again and run in the direction of Alpha Soriety Hall, about three buildings away from where I am. I'm tired, though, so I won't be doing much running afterwards.**

"Copy TAC, be advised, suspect may be armed and dangerous."

    **
I look down and see my phone with a text alert from 911... Weird, not many come up...
    "He's in. CB:723-8172"
    I curse loudly.
**"All units, HE IS INSIDE! MOVE NOW!"

I call Jamie back.'He's inside... I woke up Jill, she's on the rugby team.. .We're in my room, one the third floor, about 16 of us.. Jill's at the door with a baseball bat. Hurry now!'
'We've got someone outside on his way in. Now. Stay put, he's coming up'
    She hangs up in silence

"Units, he's inside, all girls are in a third floor room. Rugby player is guarding inside with a baseball bat. Move now. There's only two ground exits, the windows don't open enough for a person. The Front and back door. CS is patrolling incase there's anyone else. I'm announcing an official lockdown of that block now. Anyone outside is to be treated as a hostile"

I call Administration, and they activate the street floodlights, emergency lights in all dorms, and sound the emergency siren over the PAs in all residences. "Lockdown issued by federal orders. No one is to leave their building. Anyone outside will be arrested. Please remain inside, and lock your doors. Do not let anyone in, regardless." rings out over the PA's.

**I break into a sprint towards the building. The front door is wide open, even though they should all be locked at this time of night. I go through the door; the lights on the hall are on emergency power, and are dimmer than normal. I turn on my flashlight and put my pistol on top. I go through the hallways. 1st floor, 2nd floor, 3rd...**

    'You, over there, don't move!'

**A figure turns around to look at me. He is blinded slightly by the flashlight. A second person opens the door holding a bat.**

    'Get inside!'

    **The door closes.**

'Get on your knees! On your knees!'

**The suspect gets on his knees.**

'Alright, lie down on your stomach and put your hands out in front of you.'

**The suspect prones out with his hands extended. I move them behind his back and cuff him, then stand him up. I walk him downstairs and go over to the intercom. I key in the number for Campus Security.**

'We have another suspect in custody; we're waiting on more officers to make sure that the scene is secured properly.'

    **I sit the suspect down.**

    Me: 'Name? First and last.'
    **no response**
Me: 'You're not allowed to withhold your name. Do you understand?'
    **no resopnse**

"COPA, we have one in custody. Campus Security has been notified of this. Suspect is uncooperative, but has not physically resisted."

*In progress of searching, I'm a couple yards away from Bucello when we get the call.
I follow him when he starts to run, putting my flashlight back in my utility belt as the emergency lights come on and flood the area with light. We go into a dormatory and up the stairs, all the way to third floor.
I draw my gun while we run up, keeping it secured and ready to use. Bucello is leading with his flashlight on, when we come out into the third floor hallway we see the suspect outside a door.
Bucello moves in and goes for the arrest, I sidestep out to his right flank to provide cover. I simultainously raise my gun up to point at the suspect, removing the safety now. I keep my finger of the trigger, ready to fire, but luckily the suspect goes down on his knees and is apprehended. I follow Bucello downstairs with the detainee and assist in keeping him under control*

"All units, PC-7 advises we have secured the suspect at the dormatory. Standing by!"

*I say over the radio, short of breath again and really not to keen on running more.*

((Sorry for the big block of text, but I got caught a bit off hand as you guys post mostly when I sleep. ^^ ))
